About this course
This course sets out what probity demands of anyone holding a UAE healthcare licence, and how to live up to it in daily practice. It covers honesty in licensing (primary source verification through DataFlow and other verifiers, PQR declarations, good standing certificates, exam histories, gaps in practice and CPD claims), in documents others rely on (medical records, sick leave certificates, medical reports and data returns to the health authority), in money and interests (conflicts of interest, gifts, samples, referral commissions and unnecessary tests), and in research, advertising and online profiles. It ends with how probity concerns are investigated and sanctioned, how to respond honestly, and how to show insight and remediation.
Physicians, dentists, nurses, midwives, pharmacists and allied health professionals in government or private practice will find it relevant, whichever of MOHAP, the DHA, DOH, the Sharjah Health Authority or DHCR licenses them. It is particularly useful when you are changing authority or preparing a renewal, and when a patient, employer, insurer or regulator has questioned your honesty and you need to look hard at your own conduct.
Honesty is a legal duty in the UAE, not only an ethical ideal. Federal Decree-Law No. 4 of 2016, Federal Law No. 5 of 2019 and Federal Law No. 6 of 2023 all require accuracy and honesty; false licensing documents are criminal offences; and the DHA Code of Ethics (ST-66), Dubai Executive Council Resolution No. 49 of 2024 and the DOH Policy on Integrity and Benefit Disclosure set detailed standards that authorities enforce, including recent action over sick leave certificates issued without examination. Through UAE case studies across Dubai, Abu Dhabi, Sharjah and the Northern Emirates, the course shows how to meet those standards under real pressures.

Questions about this course
What counts as a probity concern for UAE healthcare professionals?
Any question about your honesty or integrity: inaccurate licensing or CPD declarations, altered records, misleading certificates or reports, undeclared conflicts of interest or research misconduct. The course separates honest error, carelessness, recklessness and dishonesty, and shows why concealing a genuine mistake often causes more harm than the mistake itself.
Does the probity course cover PQR and good standing declarations?
Module 3 explains how the PQR, primary source verification and good standing certificates work, and how to disclose investigations, sanctions, exam attempts and gaps in practice accurately. It also covers the CPD and renewal rules that make a fraudulent CPD claim or false declaration a disciplinary or even criminal matter.
Are sick leave certificates and medical reports included in the probity course?
Yes. Module 4 covers correcting records and making late entries transparently, and issuing sick leave certificates, medical reports and fitness certificates that are accurate, based on an assessment and within the scope of your licence. The cases show why backdating an entry or issuing a certificate without an assessment becomes a probity concern.
How is the probity course different from the insurance fraud course?
Probity covers honesty across your whole professional life: licensing, records, certificates, gifts, research and public statements. The Health Insurance Fraud and Financial Integrity Course goes deep on one area, claims and coding, including upcoding, unbundling, medical necessity and co-payments. Clinicians whose concern is about billing usually take both.
Can a probity course help after an allegation of dishonesty?
It can support honest reflection: module 8 covers insight, remediation and verifiable change. It cannot change an outcome, it is not accredited by any UAE health authority, and it does not replace training ordered by a committee or authority unless that body accepts it. Talk to your medical liability insurer or a lawyer about any open allegation.
