CME and CPD hours by profession and regulator
Each authority publishes its own figures, counts them over a different period and uses its own unit. The table shows what each one asks of each profession, as published on 6 October 2026. Read the notes underneath before you compare columns: a DHA figure is per year, a DOH or DHCR figure covers a whole licence.
| Profession | DHA, per year | DOH, per 2-year licence | MOHAP, at renewal | DHCR, per 2-year renewal | SHA |
|---|---|---|---|---|---|
| Physicians | 40 points | 80 credits | CME in the same specialty; no hour figure published | 80 points | PQR minimum |
| Dentists | 40 points | 80 credits | No figure published | 50 points | PQR minimum |
| Nurses and midwives | 20 points | 40 credits | 20 hours | 30 (registered nurse or midwife); 20 (nursing assistant or practical nurse) | PQR minimum |
| Pharmacists | 20 points | 40 credits | 20 hours (pharmacist in charge, second pharmacist); 10 (assistant pharmacist) | Not listed separately | PQR minimum |
| Allied health | 10 points | 20 credits | 10 hours (medical and dental technicians) | 30 (specialist); 20 (assistant or technician) | PQR minimum |
| Traditional, complementary and alternative medicine | 10 points (TCAM) | 20 credits (T&CM) | No figure published | 30 (CAM doctor); 20 (CAM therapist) | PQR minimum |
Reading the table correctly
- DHA: the annual figure is multiplied by the licence term, so a nurse on a three-year licence needs 60 and a physician on a two-year licence 80. Source: the DHA Manual for Licensing Healthcare Professionals (version 1.2, May 2025).
- DOH: the licence is valid for two years and the CME must have been obtained within the two years since the last renewal or first issue, under the DOH Licensing Procedural Manual (April 2024).
- MOHAP: the renewal service pages give hours for nurses, technicians and pharmacists but do not say whether they are per year or per renewal. Ask MOHAP or your facility before you plan around them.
- DHCR: figures are per renewal under the DHCR renewal guidelines. Dubai Law No. 16 of 2024 now requires DHA licences and permits for healthcare activity in DHCC; see the DHCR guide.
- SHA: the SHA renewal service requires the "minimum annual CME/CPD points requirements as mentioned in the PQR" but does not print the figures, and we have not confirmed the PQR table. Ask SHA for the number for your category.
The units differ too. The DHA and DHCR count "CPD points", the DOH counts "CME/CPD credits" and MOHAP speaks of "CME hours". The DOH and DHCR both define one unit as one hour of learning; the DOH also records activity in 15-minute steps of 0.25 credit.
How each authority counts what you submit
The total is only half of the rule. Each authority also limits what kind of learning can fill it:
| Authority | Online learning | Specialty or formal share | Other rules |
|---|---|---|---|
| DHA | Up to 100% online since May 2025, if related to your specialty | At least 70% in your specialty; up to 30% general professional development | No carry-forward; highest category applies if you hold more than one; recorded in Sheryan |
| DOH | E-learning, live or self-paced, is an accepted format; the CPD Standard sets no online cap | At least 50% from formal, accredited activity; non-formal activity capped at 50% | Keep a portfolio available for audit; renewal through TAMM |
| MOHAP | No online rule found on the service pages | CME "in the same specialty domain" for doctors | CME certificates are filed with valid insurance against medical faults; a medical report from age 60 |
| DHCR | Online courses and journal reading up to 50% | No general share at renewal; 60% in your primary area for gap-in-practice CPD | 8 points per course per day at most; DHCR may accept or reject any event |
| SHA | No online rule published | CME relevant to your specialty, under the PQR | CME record updated through SHA's "CME Points Data Update" service; BLS or ACLS, malpractice insurance, surgical logbook for surgeons |
What does not count
The DHA is the only authority that publishes a list of exclusions: morning meetings, ward rounds, internal departmental meetings, public awareness sessions, software training, induction and orientation, and product training. The DOH treats companies whose primary business is producing, marketing or selling healthcare products as ineligible CME/CPD providers. Elsewhere, assume that routine work and product promotion will not count unless your authority says otherwise.
Accreditation: the rule that decides whether learning counts
Hours alone are never enough. Every UAE authority links renewal credit to learning that is accredited or recognised, and that test matters more than the number printed on a certificate.
- DOH: under the Standard for Continuing Professional Development (2024), a formal activity needs DOH accreditation, accreditation from a national accreditation body, or accreditation to an international standard from an accreditor the DOH has approved and that is recognised in its own country. The DOH quality assurance manual names ACCME, ACPE, AMA PRA, ANCC, the Royal College of Physicians and Surgeons of Canada, the College of Family Physicians of Canada, MOHAP, the DHA, OMSB and SCFHS.
- DHA: the Code of Ethics asks professionals to engage regularly in accredited CPD, and the DHA CPD Accreditation service is open to organisers with a valid UAE commercial licence or legal recognition in the UAE. The 2025 Manual does not list which outside accreditors the DHA accepts.
- DHCR: accredits events run by facilities that hold a valid education permit and keeps discretion over any event's validity and points value.
- SHA: accredits medical education programmes run by clinical training centres in Sharjah.
- Emirates Health Services: EHS is a healthcare provider, not a licensing authority, but its CPD accreditation service is open to facilities licensed by any UAE health authority, approved colleges and licensed medical associations or education centres, at AED 200 to 400 for events under two hours and AED 500 to 1,500 for longer ones. EHS does not state which licensing authorities recognise the points from events it accredits.
- MOHAP: appears in the DOH list of recognised accreditors. We did not find a MOHAP page describing its own CME accreditation service.
Points earned in one emirate can help in another only where the second authority recognises the accreditor. The DOH list includes the DHA and MOHAP; the DHA's current Manual is silent on the point. Keep the accreditation statement on every certificate you rely on.
What an independent course can and cannot count for
Healthcare Practise is an independent education provider. No UAE body, whether MOHAP, the DHA, the DOH, SHA, DHCR or EHS, has accredited any of our courses, and no CME or CPD points or credits are attached to them. That shapes what our certificates can be used for.
| An independent course can | An independent course cannot |
|---|---|
| Give you a structured, assessed way to study UAE law and your authority's code, with a record of approximate learning hours and your score | Provide points or credits recognised by any UAE licensing authority |
| Sit in your portfolio as evidence of self-directed learning and reflection, for appraisal or your own development plan | Fill the DOH formal share, which requires accredited activity |
| Be offered to your authority for consideration, which then decides whether to count it | Count towards gap-of-practice CME in Abu Dhabi, where half must involve physical attendance with accreditation from the DOH, DHA or MOH (now MOHAP) |
| Support you in reflecting on a concern and showing what you have learned | Replace training that a committee or authority has ordered, unless that body agrees to accept it |
Never upload or describe an unaccredited certificate as accredited CPD. The DHA Manual warns that claiming fraudulent CPD will lead to disciplinary action decided by the Medical Practice Committee, and other authorities audit portfolios.
If you want to use one of our courses towards renewal, ask your licensing authority first. If the course relates to a complaint or investigation, speak to your medical liability insurer, lawyer or employer as well.
Planning a renewal cycle step by step
- Confirm your authority and licence term. The authority that issued your licence sets the rule, not the emirate you live in. A DHA licence of one, two or three years changes your target; DOH and DHCR licences run for two years.
- Work out the total. For example: a DHA pharmacist on a three-year licence needs 60 points; a DOH nurse needs 40 credits per licence; a DHCR dentist needs 50 points.
- Secure the restricted share first. Book formal, accredited activity early: at least half of the DOH total, and at least half of the DHCR total away from online courses and journal reading.
- Keep the specialty balance. For the DHA, at least 70% in your specialty; for the DOH, SHA and MOHAP, CME relevant to your field.
- Record as you go. Upload to Sheryan, update your SHA CME record, or keep your DOH portfolio ready for audit, rather than gathering certificates in the final month.
- Add learning for your own practice. Ethics, law and communication matter for how you practise even when they sit outside your formal target; Federal Law No. 6 of 2023, Art. 8(12), expects nurses and allied professionals to keep up with developments in their specialty.
If you hold licences from two authorities, plan to the stricter rule in each case and check both renewal dates. Neither authority will look at the other's figures for you.
What else the renewal file needs besides CPD
A complete CPD record does not renew a licence on its own. Missing insurance or an expired life-support card holds up as many renewals as missing hours. The main items, as each authority publishes them:
| Requirement | Who asks for it |
|---|---|
| Insurance against civil liability for medical errors | Required for practice anywhere in the UAE by Federal Decree-Law No. 4 of 2016, Art. 25; MOHAP, DHCR and SHA ask for it in the renewal file |
| Life support certificate | DHCR: valid BLS no more than two years old; SHA: BLS or ACLS card |
| Health report by age | MOHAP and SHA: medical or physical and mental health report from age 60; DHA: approval and a medical fitness certificate to practise beyond 65 |
| Surgical logbook | PQR: every two years for surgical specialties; SHA asks for it at renewal |
| When to apply | Physicians under the federal regulations (Cabinet Resolution No. 67 of 2020, Art. 3.4): at least one month before expiry; DHCR: 30 to 60 days before; SHA: up to three months before |
| Late renewal | DHA: within six months, with a penalty; DHCR: six months, then automatic cancellation; MOHAP: 30-day grace period, then 25% of the fee a month for up to six months; SHA: a penalty for each month |
In every system the facility or the licensing portal checks these items at the same time as your CPD, so gather them together. You may not practise on an expired licence while a late renewal is pending.
Returning after a gap: the two-year or three-year question
CPD rules are stricter when you return after time away, and the official sources do not agree on when that starts. The PQR 3rd version (April 2025), issued jointly by MOHAP, the DOH, the DHA and SHA, applies its return rules to a "discontinuity in clinical practice exceeding three (3) years":
| Time away | Physicians and dentists | Nurses | Allied health, pharmacists, TCIM |
|---|---|---|---|
| 3 to under 4 years | 80 credits and 6 months' training | 40 credits and 6 months | 20 credits and 6 months |
| 4 to under 5 years | 120 credits and 8 months | 60 credits and 8 months | 30 credits and 8 months |
| 5 to 10 years (UAE nationals and Children of Emirati Women only) | 200 credits and 12 months | 100 credits and 12 months | 50 credits and 12 months |
Training must be in an approved practice setting, and other applicants cannot apply after a gap of more than five years. Several official pages still use two years:
- The DOH Return Back to Practice page applies to gaps over two years and asks, for a two-to-three-year gap, for 40 CME and 4 months' training for physicians or 20 CME and 4 months for nurses.
- The DHA Manual defines discontinuity as a gap exceeding two years "as per PQR".
- The MOHAP Services Guide mentions both two and three years in different entries.
- DHCR's gap policy starts at three years; SHA's Return-to-Work Program is for professionals out of practice for three years or more.
Because these sources conflict, confirm the threshold and requirements with your licensing authority before you plan a return. The regulator's answer for your case outranks any table, including this one.
Where ethics and professionalism learning fits
Ethics, law and professionalism are part of continuing development under every UAE framework. The DHA Code of Ethics gives CPD its own standard, "Pursue Continuous Professional Development and Learning", and the DHA allows up to 30% of the target as general professional development. The rules themselves keep moving: the PQR 3rd version and the DHA ethics standards both date from 2025.
Our courses are written for that self-directed part of your development: short, assessed courses on the UAE rules for consent, confidentiality, records, prescribing, advertising and probity. Start with the course for your profession, or browse by length on the two-hour course list.

Questions
How many CME hours do doctors need in the UAE?
It depends on the authority. The DHA asks for 40 CPD points a year, the DOH 80 credits per two-year licence and DHCR 80 points per renewal. MOHAP requires CME in the doctor's own specialty without publishing an hour figure on its service page, and SHA refers to the minimum set in the PQR.
Is CPD the same as CME in the UAE?
In practice the terms are used together. The DHA and DHCR speak of "CPD points", the DOH of "CME/CPD credits" and MOHAP of "CME hours". What matters is your own authority's unit and rules, so use its term when you record your learning.
Do CPD points earned in one emirate count in another?
Only where the second authority recognises the accreditor. The DOH's list of recognised accreditors includes the DHA and MOHAP, along with international bodies such as ACCME and ANCC. The DHA's 2025 Manual does not list the accreditors it accepts, so check before you transfer.
What share of UAE CPD can be done online?
The DHA allows up to 100% online since May 2025 if the learning relates to your specialty. DHCR allows 50% for online courses and journal reading together. The DOH accepts e-learning without a percentage cap, but at least half of its total must be formal, accredited activity.
Can an independent online ethics course be used for UAE licence renewal?
Only if your licensing authority decides to accept it. Our courses are not accredited by any UAE authority and carry no points or credits. They give you a record of assessed, self-directed learning, which you can show to your authority, but the decision is the authority's alone.
How long should I keep my CPD certificates?
Keep them for at least the whole licence period and the next renewal. The DOH requires a portfolio available for audit on request, and the DHA warns that fraudulent CPD claims lead to disciplinary action. Keep the accreditation statement and date with each certificate.
What happens if my CPD is short when my licence expires?
Under the DHA Manual a licence cannot be renewed until the required CPD is achieved, and other authorities ask for CME certificates in the renewal file. Late renewal windows exist, for example six months in Dubai and Dubai Healthcare City, but you may not practise while the licence is expired.
