What you will learn
Map the two tracks for concerns in the UAE (medical liability and licensing/discipline) and identify which authority, committee and law apply to your own licence.
Apply the legal definitions of medical error, gross medical error and no-liability cases in Federal Decree-Law No. 4 of 2016 and Cabinet Resolution No. 40 of 2019 to a clinical scenario.
Describe the procedure of a Medical Liability Committee and the grievance route to the Supreme Committee of Medical Liability, including the 30-day limits.
Compare the complaint, penalty, precautionary suspension and grievance rules of MOHAP, the DHA, the DOH, the SHA and DHCR, and state the deadlines that apply to you.
Explain how investigations and penalties affect good standing certificates, renewal, transfer and re-licensing.
Prepare a factual chronology and written response that is honest, respectful and grounded in the medical record and recognised standards.
Conduct yourself effectively at a committee hearing and communicate appropriately with patients, colleagues and the public while a case is open.
Demonstrate insight using its five elements and recognise the red flags of limited insight in different types of concern.
Design a SMART remediation plan and an evidence portfolio linked to the cause of a concern and to the UAE's official remedial measures.
Protect your wellbeing, use support appropriately and plan a safe return to practice that shows the grounds for concern no longer exist.

About this course
This flagship course explains, step by step, what happens when a concern is raised about a licensed healthcare professional in the United Arab Emirates, and how to respond well at every stage. It covers the federal medical liability system under Federal Decree-Law No. 4 of 2016 (Medical Liability Committees, gross medical error, grievance to the Supreme Committee, insurance, criminal protections and reconciliation), the disciplinary frameworks of MOHAP, the DHA, the DOH, the Sharjah Health Authority and Dubai Healthcare City, precautionary suspension, good standing certificates, re-licensing, and the practical skills of responding in writing and in person.
It is written for doctors, dentists, nurses, midwives, pharmacists and allied health professionals licensed in any emirate who are facing a complaint, investigation or disciplinary action, who have been asked to show insight or complete remedial learning, or who want to understand the system before they ever need it. Managers, medical directors and quality staff who support colleagues through these processes will also find it useful.
The UAE system is unusual: medical error questions run through federal committees in every emirate, while each licensing authority applies its own disciplinary rules, time limits and remedial measures, several of which changed between 2023 and 2026. Missing a 15-day or 30-day deadline, altering a record or responding defensively can turn a manageable concern into a serious one. This course gives you an accurate, UAE-specific map, realistic cases from across the emirates, and structured tools for reflection, remediation and evidence of change.

Questions about this course
What does the 4-hour core course cover that the shorter courses do not?
It takes you through the whole journey in 10 modules: the first days, the UAE regulatory map, the medical liability track, complaints and discipline by authority, interim measures and your career, responding and hearings, insight, remediation, wellbeing and return to practice, and integrated UAE case studies. It goes deeper than any single-topic course without repeating them.
Does the core course explain the rules of every UAE health authority?
Yes. It compares the complaint, penalty, precautionary suspension and grievance rules of MOHAP, the DHA, the DOH, the SHA and DHCR, and helps you state the deadlines that apply to your own licence. It also explains how investigations and penalties affect good standing certificates, renewal, transfer and re-licensing.
How long is the final assessment in the core course?
The core course ends with 30 scenario-based questions rather than the 20 used in the 2-hour and 3-hour courses, and you need 80% (24 of 30) to pass. Lessons unlock in order with knowledge checks along the way, and the course closes with a written reflective account you keep.
Does the core course cover conduct while a case is still open?
Module 6 covers preparing a factual chronology and written response grounded in the medical record, and conducting yourself effectively at a committee hearing. The course also covers communicating appropriately with patients, colleagues and the public while a case is open, and protecting your wellbeing.
Can I take the core course before any formal investigation starts?
Yes, many clinicians take it as soon as a complaint arrives. It is independent education: it is not accredited by any UAE health authority, carries no CME or CPD credit, cannot change an outcome and does not replace ordered training unless the authority accepts it. Speak to your medical liability insurer or a lawyer early.
