About this course
This course explains how to prescribe, dispense, store and administer controlled medicines safely and lawfully in the United Arab Emirates. It covers Federal Decree-Law No. (30) of 2021 on Combating Narcotics and Psychotropic Substances, Federal Decree-Law No. (38) of 2024 on Medical Products, Pharmacists and Pharmaceutical Establishments, the prescribing duties in the Medical Liability law, the Unified Electronic Platform for Controlled Medications, the DOH standard for narcotic, psychotropic and semi-controlled medicines, DHA's controlled-drug policies and the prescribing violations listed in Dubai's Executive Council Resolution No. (49) of 2024.
It is written for physicians, dentists, pharmacists, nurses, midwives and other licensed healthcare professionals in Dubai, Abu Dhabi, Sharjah and the Northern Emirates, in government and private facilities. It is designed for three groups: clinicians recently arrived in the UAE, whose habits from home may not match local classification, platform and supply rules; experienced prescribers and pharmacists who want a current, practical review; and professionals who have had a complaint, audit finding or warning about controlled medicines and need to show insight and remediation.
Controlled medicines are where clinical judgement, criminal law and licensing rules meet. A prescription outside your specialty or above a supply limit, a delayed register entry or a shared login can lead to a medical liability complaint, disciplinary penalties and, in serious cases, criminal proceedings. Through UAE case studies, practical checklists and scenario-based questions, the course helps you prescribe confidently within the rules, work with pharmacists and nurses as partners in safety, and respond well when something goes wrong.

Questions about this course
What is the difference between CDa and CDb medicines?
CDa covers narcotic and psychotropic medicines and CDb covers semi-controlled medicines, and both sit apart from prescription-only, pharmacist-only and over-the-counter products. Module 1 explains each class and why you should check a product's current class before prescribing, because lists and limits change.
Who may prescribe narcotic and psychotropic medicines in the UAE?
Module 2 applies the conditions in Article 40 of the narcotics law on who may prescribe narcotic and psychotropic substances, and the DOH supply limits by prescriber tier. It also covers the examination, clinical-need, off-label and telehealth requirements that a lawful prescribing decision has to meet.
Does the course explain the Unified Electronic Platform for Controlled Medications?
Yes. Module 3 covers writing complete, unambiguous prescriptions and using the Unified Electronic Platform for Controlled Medications correctly. Module 4 explains what the pharmacist checks, how records and storage are kept, and why a prescriber and pharmacist share responsibility for a controlled-medicine supply.
How should I respond if I suspect misuse or diversion of a medicine?
Module 6 covers recognising misuse, diversion and impairment, including in colleagues, and responding without stigma. It explains the confidentiality and voluntary-treatment provisions of the narcotics law, and module 5 adds reporting medication errors, discrepancies and adverse reactions within DOH and DHA timeframes.
Is this course suitable after a controlled-medicine prescribing concern?
Module 7 explains how complaints, investigations, precautionary suspension, penalties and grievances work for prescribing concerns, and helps you prepare a remediation plan and reflection. The course is not accredited by any UAE health authority, cannot change an outcome, and does not replace ordered training unless the authority accepts it.
