What you will learn

  • Explain the difference between competence, performance and capability, and how each relates to patient safety and to the definition of medical error in Federal Decree-Law No. (4) of 2016, Art. 6.
  • Identify your licensing authority and the federal and emirate-level laws and standards that set your competence and safety duties.
  • Determine whether a task falls within your licensed scope and clinical privileges, and apply the emergency exception correctly.
  • Decide, at the limit of your competence, whether to seek advice, refer, decline or work under supervision, and delegate safely in line with DHA Code Standard 10.
  • State the CPD requirement that applies to your profession and authority, and plan learning targeted at gaps shown by external data.
  • Apply the PQR and authority rules on discontinuity in practice, licence inactivity, health and age.
  • Classify errors using human factors principles and use SBAR, structured handover, read-back and graded assertiveness to reduce risk.
  • Recognise deterioration and possible sepsis, escalate effectively and provide documented safety-netting and safe discharge.
  • Apply standard and transmission-based infection prevention precautions and meet communicable disease notification duties under Federal Law No. (14) of 2014.
  • Report incidents and sentinel events within DOH and DHA timeframes, take part in root cause analysis and open disclosure, and show insight and verifiable remediation if a concern arises.

About this course

This course covers the two foundations of safe care: your own clinical competence and the systems that protect patients when individual performance falls short. It explains how scope of practice is defined by your licence, the law and your facility's clinical privileges; how competence erodes and how to keep it current through external data and targeted CPD; how human factors, cognitive bias, fatigue and communication failures lead to error; how to recognise and escalate deterioration and sepsis; the infection prevention and notification duties that apply to every professional; and how incidents and sentinel events are reported, analysed and disclosed.

It is written for licensed healthcare professionals across the UAE, including physicians, dentists, nurses, midwives, pharmacists and allied health professionals licensed by MOHAP, DHA, DOH, the Sharjah Health Authority or Dubai Healthcare City, in government and private hospitals, primary care centres, clinics, pharmacies and home-care services. It is useful for professionals new to the UAE, those changing role, setting or emirate, those returning after a break, and anyone who wants to reflect on a safety event or strengthen their competence evidence.

In the UAE, competence and safety are legal duties. Federal Decree-Law No. (4) of 2016 on Medical Liability defines medical error and gross medical error, the latter including practising beyond specialty or clinical privileges; the profession laws tie practice to licensed scope; DHA's 2025 Code of Ethics makes scope, competence, CPD and supervision explicit standards; and DOH and DHA have recently updated their incident and sentinel event standards. The course explains these rules, where federal and emirate requirements differ, how committees and licensing authorities respond when things go wrong, and how to show insight and genuine improvement.

Questions about this course

How does competence relate to the legal definition of medical error?

Module 1 separates competence, performance and capability, and links each to patient safety and to the definition of medical error in Article 6 of Federal Decree-Law No. 4 of 2016. It shows why practising beyond your competence is treated seriously even when the outcome is good.

What if a task is outside my clinical privileges?

Module 2 helps you decide between consulting, referring, declining and proceeding under supervision, and explains how the emergency exception works. It also covers delegating safely in line with Standard 10 of the DHA Code of Ethics, so a task you hand on is still done by someone competent and authorised.

Is sepsis recognition taught in clinical detail?

At a general level. Module 5 covers recognising deterioration and possible sepsis, escalating effectively and giving documented safety-netting and safe discharge advice. It is not a substitute for your facility's sepsis protocol, early warning tools or clinical training in your specialty.

Does the course explain communicable disease notification duties?

Yes. Module 6 covers standard and transmission-based infection prevention precautions and the notification duties in Federal Law No. 14 of 2014 on Communicable Diseases. Module 7 adds incident and sentinel event reporting within DOH and DHA timeframes, root cause analysis and open disclosure.

Can the patient safety course support my plan for maintaining competence?

Module 3 helps you state the CPD requirement for your profession and authority and plan learning aimed at gaps shown by audit or feedback. The course itself is not accredited by any UAE health authority and carries no CME or CPD credit, so treat it as one part of that plan.
